- The object of procurement is one (1) optical genome mapping equipment for the genetics laboratory of the HUS Diagnostic Center. The device is used for diagnostics of structural changes in the human genome. The procurement also includes device-related reagents and supplies, for which a separate agreement is concluded. Agreement is valid for a limited period of two (2) years, after which it is valid indefinitely. In addition, the purchase includes a maintenance contract for the equipment. According to § 40, subsection 2 of the Act on Public Procurement and Right-of-Use Agreements (1397/2016, "Procurement Act"), the procurement unit can choose direct procurement e.g., if due to technical reasons or reasons related to the protection of exclusive rights, only a certain supplier can carry out the purchase; an additional condition is that there are no reasonable alternative or substitute solutions and that the lack of competition is not due to the artificial narrowing of procurement conditions. The market has there is only one supplier of optical genome mapping equipment that meets the customer's needs, Triolab Oy. To confirm market information, the procurement unit also published an EU-wide request for information. Based on the information request, only this equipment supplied by Triolab Oy meets the customer's requirements.
