- This is an invitation to market dialogue, not a procurement announcement. The city of Oulu invites service providers to a market dialogue regarding the preparation of the Oritkari pre-construction procurement. The target of the market dialogue is the pre-construction of Oritkari. The project will come to include the filling of Oritkari's current dredging mass storage basins with clean fill soil, the construction of preload embankments in street areas, and water management during filling work. The market dialogue information event will be held at the Environmental Hall At Ravintola Leeta on February 20, 2026 from 9:00 a.m. to 10:50 a.m. at Solistinkatu 2. We ask for binding registrations through the Tender Service by February 18, 2026 at 12:00 p.m. It is also possible to participate in the event remotely. For those registered for the event a Teams link is provided. This document is not a procurement announcement or a request for tender, but a detailed market survey in accordance with Section 65 of the Procurement Act (1397/2016), i.e. an invitation to market dialogue as part of the procurement preparation.
