- The procurement is a procurement of goods exceeding the EU threshold in accordance with the Special Sector Procurement Act (1398/2016), which is carried out through an open procedure. In order to maintain security of supply and sufficient sector-specific competition, framework contracts are created based on tendering, for which no more than three suppliers are selected (2-3 editors). If there is only 1 bidder that fulfills the requirements of the request for tender, 1 supplier will be selected. HSY has several different offices in the capital region. All conditions of the framework arrangement have been agreed in advance. The procurement contracts apply to the entire HSY.
The procurement decision will be based on to the overall economic value of the offers. When choosing suppliers, price and quality are decisive factors. When actually buying and picking up the products, the technical suitability of the product and the shortness of the delivery distance of the purchase compared to the HSY office (HSY has several offices) are decisive factors.
The procurement unit allocates its order to the 2-3 bidders who have made the best bid in the comparison table (Request for Bid appendix 1 Tender form HSY protectors 2026-2028-excel) of the presented products. The comparison price is the one requested in the aforementioned form products total price with the quantities requested in the form. The products in question are offered at prices and the discount percentage is presented for the rest of the provider's products. All products in the comparison table must be offered.
