Description:
The subject of the procurement is the preparation of a blue-green structural plan for the city of Rovaniemi as part of the Climate Safe Rovaniemi project. This procurement is carried out as a separate tender, but it is related to the same preparation of the strategic master plan as the two other report to be tendered at the same time (ROIDno-2025-5518 and ROIDno-2025-5517). As a result, the procurements in question are tendered as procurements that exceed the national threshold value. The plan forms an overall picture of the center of Rovaniemi and the current state of the blue-green structure in the surrounding areas. The plan identifies areas and structures that are central to improving climate safety, including adaptation to climate change, safeguarding biodiversity, stormwater management, accessibility of green areas and recreational use. In addition to the analysis of the current situation, the plan includes recommendations, goals and monitoring methods for the development of the blue-green structure from the perspective of climate safety. As part of the blue-green construction plan the acquisition also includes an update of the green area plan for the center of Rovaniemi and the surrounding areas. The update checks the current situation of green areas in relation to the green area survey made in 2007, as well as the impact of the blue-green structure on the green area plan. The feasibility study is progressing side by side with the plan drafts. The work will start in February 2026 and will be completed in June 2026 at the latest.
