• The City of Oulu's Urban Environment Services is requesting your offer for expert preparation related to the preparation of the land policy program of the City of Oulu in accordance with this call for tenders and its appendices. Since 2014, the City of Oulu has had existing land policy policies. Due to the changed legislation and operating environment, there is now a need to change or update the above-mentioned policies for the years 2027-2030. In order to enable the preparation of a document that is comprehensive and takes into account different perspectives, we are applying expert consultant for a central role. The management team of the work is the management team of Urban Environmental Services. The steering group is made up of the heads of the Earth and measurement unit, and the project group is made up of selected experts from Urban Environment Services. Urban Environment Services selects a project manager as the consultant's work partner, who is appointed from the experts of the Land and Measurement Unit. The work of an expert consultant consists of the following entities: 1. Gathering background material, e.g. those of the reference cities programs (C10 cities). The consultant delivers a summary and comparison to the customer. 2. Planning and facilitating the following workshops or information on site in Oulu:- a workshop aimed at the city's experts (1-2 pieces, duration 4-5 h)- management referral discussions (2 pcs., approx. 2-3 h/event)- consultation of companies and stakeholders/workshop (1 pcs.)- political decision-makers information session (duration approx. 3 h)3.
