Description:
The subject of the procurement is the procurement of primary care services for the Kainuu welfare area (hereinafter also the "Procurement Unit").
The procurement includes the services of five (5) primary care ambulance network units for the Kainuu welfare area, one (1) of which acts as a backup unit. The services complement Kainuu's welfare sectorthe operation of ue's own emergency care units.
The purpose of the procurement unit is to transition to a multi-producer model of emergency care, so that the services would be partially implemented as own production and partially purchased from a private service provider. To aim for with the partial outsourcing that is being done nowa new service concept for emergency care, which responds more precisely to the demand for emergency care at different times of the day, and links emergency care more effectively to the other activities of the local social security center.
The goal of the acquisition is to achieve an operating model that is more economically efficient than the previous operationwider and regionally more cost effective, also in the longer term. The goal is to utilize the efficiency of the market and achieve more integrated and effective primary care services than before. In addition, the goal is to find the unit structure that best fits the new service concept.
