• SUBJECT OF THE PROCUREMENT The subject of the procurement is labor and public relations legal expert services for the use of the educational municipality association. Luxia has personnel working both on an employee and official basis. The largest single group of personnel is covered by annual working hours existing teaching staff. The employment and collective agreements applicable at Luxia are the General Employment and Collective Agreement of the Municipality (KVTES), the Employment and Collective Agreement of the Teaching Staff of the Municipality (OVTES) and the Employment and Collective Agreement of the Technical Personnel of the Municipality (TS). Luxia is a member of the employer association Kuntatyontanjat (KT). The goal of the procurement is to ensure the legality of the organization's operations, to manage risks related to work and official relations, and to receive expert advice as needed. Included in the purchase also possible representation in disputes. The acquired service is used by the organization's management team and personnel services. The service to be procured must cover the following areas:• advice and support: advice and support on labor and public relations law in all phases of the employment relationship's life cycle. • commenting on documents (templates): employment contracts, administrative regulations, instructions and other documents.• support for disciplinary and termination situations of employment relationships: warnings, dismissals, termination situations.• labor and civil service disputes: case preparation, court representation, settlement negotiations.• support in the planning and implementation of cooperation and change processes. • training and proactive support of personnel...
