• Description:
• The technical department of the city of Oulainen acquires consulting services on an hourly basis, as needed, for small-scale repair and project planning. On average, the magnitude of one assignment is about 40 hours. The client orders individual design works from contractual partners primarily in accordance with the order of priority (ranking). However, the customer has the right to deviate from the order of priority and choose the partner best suited for the task at hand based on an overall assessment in the following in cases of: 1. Special expertise: The task requires such expertise or special qualifications (e.g. conservation site, demanding acoustics or certain software expertise) that the priority office does not have to assign to the work group in question. 2. To the destination Continuity: The task is directly related to the previously implemented planning phase, in which case using the same office is appropriate due to information flow and responsibility issues. 3.
