• Background Metsähallitus and the City of Kajaani (hereafter Collaborative entities) also participate in the procurement, which have authorized the Purchaser to tender the procurement on their behalf and make the procurement decision. The procurement contract is made in the name of the Customer, but selected the supplier delivers the result materials to the Cooperation entities in accordance with the attachments of the tender request. The concepts used in the RFP are described in the contract attached to the RFP in the section Concepts. The Finnish Forestry Center requests an offer from remote sensing-based forest inventory interpretation and trial sub-measurements in accordance with the specifications of this call for tenders and its appendices. Bids are requested by inventory area, of which there are 14 (parts of the bid request) and the bidder can submit a bid for one or more areas. The supplier is selected by sub-area. In the request for tenders, the regions are listed as separate regions. All areas are given their own prices in the offer and are treated separately as regions. Remote sensing-based forest stand interpretation in 14 inventory areas in mainland Finland. In 5 of them, in the inventory area, the work also includes measurements of reference test areas. Tree interpretation must be based on laser scanning, aerial photographs and terrain measurements. The customer supplies the supplier with the starting materials for tree interpretation.
