This notice is not a preliminary notice, procurement notice or request for tender, but a request for information as referred to in § 65 of the Act on Public Procurement and License Agreements. The request for information and the answers given to it are not binding on either party. The procurement unit does not undertake to carry out the procurement of the information request basis, and the descriptions or specifications presented in the request for information do not bind the customer. Responding to a request for information does not involve participating in the preparation of the procurement, which could lead to not being able to participate in the tender (see the Act on Public Procurement and License Agreements § 66).-----The city of Kouvola is preparing a call for tenders and wants to ensure through this technical dialogue that, for example, the suitability and minimum requirements presented in the call for tenders do not contain points that unjustifiably limit companies' participation in the tender. With this information request comments are requested on the attached PRELIMINARY description of the procurement procedure for the multipurpose arena. Comments can be left in the "other conditions" section, as one document.--------The city of Kouvola is planning to implement a new multi-purpose arena in the area of the Kouvola Sports Park. The multipurpose arena will be implemented primarily for the needs of exercise, the main users of which during the day will be the upper classes of the future Marjoniemi school, the Sports Academy and the students of the Lyseo high school's sports department.
