• This is not a preliminary notice, a procurement notice or a request for tender, but rather a notice of the initiation of a market dialogue as part of procurement planning and an invitation to participate in the market dialogue. The city of Vantaa and other municipalities plan together tendering for the low-carbon evaluation tool for urban planning, so the procurement will probably be carried out as a procurement chain of several procurement units. Procurement units survey suppliers' interest in participating in station planning for the market dialogue of the low-carbon assessment tool. The object of the procurement is a browser-based software service for assessing the climate effects of land use plans to be delivered via a data network, with which the subscriber can evaluate and compare climate impacts of land use plans at the site plan level based on the carbon footprint and handprint calculated by the tool. The procurement target includes the implementation projects of the low-carbon tool, usage rights, support and maintenance services, separately supplementary expert services and additional procurement opportunities that can be ordered. The goal is to implement a solution that is suitable for the context of land use and construction in Finland, as well as for the evaluation of land use plans at the site plan level. There is also a solution intended to further develop urban land use planning to improve climate impact assessment.
