This document is not a procurement notice or an invitation to tender. With this request for information, the city of Helsinki starts a market dialogue regarding the implementation of neighborhood alliances. The request for information does not obligate the procurement unit to carry out the actual procurement procedure. All information presented in this request for information are preliminary and do not bind the procurement entity in the implementation of the procurement or in the later stages of the project. Reporters are not compensated for responding to the request for information. The city of Helsinki's strategy is to offer the best employment services in Finland, based on the work-age and to the genuine needs of companies. We develop employment services, paying special attention to youth services and the determined reduction of long-term unemployment. The goal is to gain effectiveness by increasing city-level cooperation between industries, companies, organizations and employment services between. With the help of multidisciplinary cooperation, the aim is to combat the segregation of neighborhoods and residential areas and to strengthen the employment of target groups. The city of Helsinki has started the preparation of three neighborhood alliances. The aim of the neighborhood alliances is to pilot multidisciplinary services in selected areas in neighborhoods. The goal is to pilot new effective operating models, collect information about them and create permanent operating models based on them to promote employment, vitality, inclusion and work ability.
