Description:
The Ministry for Foreign Affairs of Finland (MFA) is planning to launch a tendering process for outsourcing the entry permit application submission services and possible other consular services during 2024. To prepare for the coming tendering process, MFA invites potential tenderers (ESP-s, external service providers) to participate in the market dialogue with this Request for market information (RFI). MFA may also arrange further discussions and site visits with relevant tenderers, if finds it necessary. By the RFI, MFA gathers information about ESP-s on the market and their ability to fulfil MFA needs and requirements, in such areas as • scope of services and geographical service network • digital solutions and applicability with MFA systems and interfaces • quality, security, information and personal data security aspects • service provider applicability, e.g. references, economic and financial requirements, standards, and contract terms • estimated value of the procurement MFA-s current outsourced application submission services cover Schengen visa and/or residence permit applications in ca. 30 countries and ca. 90 locations. In addition to entry permit related services, MFA would like to get market information of other consular services that could be outsourced. The market dialogue will be an opportunity for the ESP-s to discuss with MFA the main elements of the coming procurement and to provide input and recommendations. RFI is not a request for quotations.
