• Description:
• The bidding process is carried out in two stages, because the tender request material contains confidential material and bidders are required to have data security commitments made with the Norwegian Railways Agency. In the first phase, i.e. the participation application phase candidates submit applications for participation. Based on the applications for participation, bidders are selected from among the candidates who meet the eligibility requirements, to whom a request for tender is published and who can, in the second stage, i.e. the tender stage, submit offer. The tender documents contain confidential information. The public versions of the tender documents are attached to this request for participation. In order to receive the confidential documents, the candidates must submit the application as an attachment the signed procurement-specific information security commitment and the signed personal confidentiality commitments of the persons who come to process confidential information for the preparation of the offer. The procurement unit delivers tender documents containing confidential information are only available to bidders who have been selected in the tender as an attachment to the tender or as a link through which the documents can be viewed and downloaded.
