• Description:
• The Bank of Finland (hereinafter "procurement unit" or "customer") requests participation applications in connection with the procurement of the replacement of Helsinki's access control system (also "security contract"). In addition to the client's Helsinki property, the scope of the framework agreement includes others sites located in the client's capital region. At this stage, the procurement unit is only waiting for applications to participate, and only the bidders selected as bidders in the selection of participants will be asked for a bid in a separate request for bids. The request for tender and its attachments are only for the information of the candidates at this stage. The general description of the procurement is more detailed in the appendix of the tender request "Overview of the procurement". Partial tenders are not allowed, because due to the nature of the procurement for security reasons, distribute to different operators. Alternative or parallel offers are not allowed. Based on the competition, a framework arrangement and contract for one supplier is formed. The ceiling price of the security contract is 1,000,000.00 euros (VAT 0%). Size the maximum value of the framework agreement is EUR 5,000,000 (VAT 0%). It is not a purchase promise, but the maximum value required by the Procurement Act for the entire duration of the framework arrangement (until 2032). The maximum value of the procurement can be changed according to the principles of Section 136 of the Procurement Act The framework agreement will enter into force upon the signature of both contracting parties and will be signed approximately during the fall/end of 2026.
