This EU prior information notice is not a procurement notice or an invitation to tender, but rather a market survey and a request for information (hereinafter "RFI"). The publication of the prior information notice does not initiate a bidding competition. A procurement notice and an invitation to tender may be published later. The publication of the RFI does not obligate the contracting entity to carry out the actual procurement. Responding to the RFI is not a requirement for participation in any potential future bidding competition. As part of the RescEU project, the National Emergency Supply Agency (hereinafter "NESA") is preparing the procurement of instruments for chemical detection and identification (solids, liquids, gases) in CBRN situations in the field. Chemical detection and identification can include the following chemical groups: chemical warfare agents (CWA), Toxic Industrial Chemicals (TIC), narcotics, other drugs and explosives. Instruments are in five different categories with following estimated minimum quantities: A) Portable gas chromatograph mass spectrometer (GC-MS) (liquids, gases), quantity: 6 or more B) Hand-held Raman Spectrometer (solids, liquids), quantity: 40 or more C) Hand-held FTIR Spectrometer (solids, liquids), quantity: 40 or more D) Hand-held flame spectrometer detector (for example nerve, blister, choking agents), quantity: 40 or more E) Lightweight chemical detector (LCD), warning device (gases), quantity: 180 or more Information about in...
