With this call for tenders, the City of Helsinki's social services, health and rescue department opens for the second time the dynamic framework arrangement for round-the-clock service housing for clients with multiple illnesses under the age of 65.nen framework arrangement has been established at the beginning of 2022. The director of hospital, rehabilitation and care services of the City of Helsinki's social, health and rescue department has made a decision on the matter on 22 November 2021 § 93.in the second opening of the dynamic framework arrangement, a service provider who has not submitted a bid or has not become a selected service provider during the establishment phase of the dynamic framework arrangement can submit a bid and become a selected service provider.
