Description:
The procurement concerns the management of service traffic operated in the area of the city of Seinäjoki as a regional license agreement in accordance with this call for tenders and its appendices. The regional concession agreement refers to railways and roads a right-of-use agreement in accordance with the Regulation of the European Parliament and the Council on public passenger transport services (1370/2007) and the Transport Services Act (320/2007), which is drawn up to manage transport services. The procurement package also includes receiving travel orders, arranging trips, route planning and combining trips, monitoring transport and reporting according to the service description. Based on the procurement procedure, one service provider is selected to implement what the customer needs services. Open to everyone, invitation-based service traffic is public transport. It is mainly intended to serve especially those for whom movement is otherwise difficult and no other alternative suitable for movement needs is available. The contract period is 1.8.2026-31.7.2028 and possible options 1+1+1 years. The option is decided 3 months before the end of the contract period. In traffic carried out with the use-rights agreement model, the ticket revenue paid by customers for travel belongs to the operator. The compensation paid to the operator thus consists of the total sum of the traffic compensation paid by the subscriber and the box office revenue paid by the customers.
