• Description:
• The subject of this procurement is the tasks related to the planning of the ERTMS program in track sections 2, 3 and 4. The ERTMS program includes the replacement of the safety device systems of the entire Finnish rail network (about 6000 km) and the current train traffic control system (JKV). the targeted service is part of the service alliance of track sections 2, 3 and 4 of the ERTMS program. The alliance is formed by the Customer and the service providers responsible for design, developer consulting and commissioning inspection who are tendered as parties. Service procurement exceeding the EU threshold value. The work volumes of the procurement object are divided in order of merit so that the bidder with the best total points in the bid comparison receives 45-55% of the design assignment (the entire design assignment completed euro value), the second highest scorer gets 25-35% of the design assignment and the third highest scorer gets 20-25% of the design assignment. If only two final offers meeting the minimum requirements are received, they will be divided the shares of the design commission as follows: the bidder with the best total points gets 60-70% and the second highest scorer gets 30-40% of the design commission. The correct level of workload distribution is ensured by annual monitoring of workload implementation. In the more detailed division of work, the principle of "for the best of the project" is followed.
