• The leisure service area of ​​Porvoo's vitality industry is requesting offers for expert work, where the task is to prepare 1) an individualized SWOT analysis of the service selection and service network of the city's cultural, library and youth services in particular, the effectiveness of services in relation to resourcing, the shortcomings of services and areas of shortage in relation to the need for services, the fulfillment of statutory obligations, the correspondence of services to Porvoo's city strategy, the needs of different target groups and realization of equality in services, foreseeable changes in the number of customers and customer needs, and opportunities to make operations more efficient,2) a vision of the service selection and service network of the city's cultural, library and youth services in 2040 based on a SWOT analysis and streamlining operations, and 3) a strategic plan to develop the service selection and service network of the city's cultural, library and youth services in line with the vision. The vision must be compatible with the municipal law with the requirements, the needs of the people of Porvoo and the background materials provided by the customer. The prioritization of services in accordance with the vision must be justified from the perspective of the needs of Porvoo residents, the city's goals, and overall efficiency.
