- Pohjois-Savo welfare area (hereinafter PSHVA) organizes special housing services in accordance with Section 21 of the Social Welfare Act (1301/2014) for persons over 18 years of age who, due to intoxicants and/or mental health or other reasons need special support in living and organizing their living. Services provided to the home are primary in relation to services that require moving and include both housing and service. When implementing housing services, a person privacy, self-determination and participation are respected and he is directed to appropriate rehabilitation, social and healthcare services. PSHVA organizes a 24/7 housing service only when the customer is there 24/7 in need of treatment and care, and can no longer survive in his own home with the help of outpatient services. The customer's housing service is evaluated regularly. If the customer's ability to function changes, the level and location of the housing service can also be changed, if necessary to meet the need. The service can also be provided for a limited period of time. Housing and rehabilitative services for a mental health and substance abuse rehabilitator must form a functional entity that supports the rehabilitator's independent performance in various life activities.
