• CITY-INFRA CONSTRUCTION DEPARTMENT ASPHALT SURVEYING WORKS 2026 Stara, the city of Helsinki's construction services company, is asking for your offer for the asphalt paving works of the construction sites of the urban infrastructure construction department throughout the city on May 1. - 30 November 2026, in accordance with this call for tenders and the attached tender documents. PROCUREMENT UNIT The procurement entity is Stara, the city of Helsinki's construction services department. We are the city's own producer; construction, environmental management and logistics specialist. Since 2010, we have operated under the name Stara, and since mid-2017 we have built and renovated Stadia as a municipal business facility. Stara's biggest customer is the Urban Environment division, which orders urban infrastructure from the construction department, infrastructure construction works and related paving works. CONTENTS OF THE CONTRACT The procurement is about a construction contract. The contract resulting from the acquisition is used by Stara's urban infrastructure construction department, and has been drawn up according to its needs quantity estimate of the request for tender. Within the framework of the contract, objects in accordance with the construction program are paved, which progress to the paving phase. The contract includes paving works of street construction sites with rolled asphalt and related ancillary works. The size of the items is variable.
