Monetra Oulu Oy Procurement Services requests your offer for subtitles for videos and podcasts to its customers (also "subscribers") in accordance with this invitation to tender and its annexes. Subtitle Services includes original subtitles and translation texts.AKI DigitalThe provision of services, ie the Digital Services Act (306/2019), requires that videos and podcasts must be subtitled in accordance with the accessibility requirements of the law and must comply with the international WCAG guidelines A and AA criteria. The purpose of the law is to promote digital servicesAvailability, quality, information security, and content accessibility, and thus enhances everyone's ability to use digital services on an equal basis. The acquisition is not divided into parts because it is one of the acquisitions to be purchased.From this agreement, subtitling services to videos and podcasts, which may include, for example, city briefings, city council meeting videos, and Teams recordings targeted by the city council. Subtitle is mainly needed for those talked about in the videosto languages that are English and Finnish. In addition to the above, the city utilizes a communications and marketing framework agreement (Monetra TP 57/2024).
