Rauma's city council has decided (decision § 332 21.8.2023) to change the thermal energy production method of the Kaaro school property, which is currently produced with oil, to one with wood chips. The city's Technical Department (later the client) is the entity responsible for the practical implementation of the change process. Town'sbased on the board's decision, the customer requests an offer for the supply of thermal energy to the Kaaro school property in question, the so-called based on the thermal entrepreneur model, where the thermal energy supplier is comprehensively responsible for equipment investment and heat production. The person making the offer (later the offerer) can freely expand its customer base by offering district heating to other properties in the area as well. The more detailed sections related to heat supply, dimensioning, technology, price checking, etc. can be found in the draft heat supply contract attached to the request for tender. If the conditionbased on the offers received, aja considers the heat entrepreneur model to be a better solution in terms of overall economy than the heating option to be procured by the customer himself, after a comparison made on the basis of the received heat supply offers, the offer of the provider selected as the best option is drawn upin the heat supply contract. The contract will be drawn up for 15 years. After this, it will continue with the same content for 5 years at a time, unless the other party terminates the contract no later than 12 months before the end of the respective contract period.
