Description:
Public transport services according to the route-based license agreement of Lapland ELY Center.
In this call for tenders, route-based access rights agreement refers to the one in accordance with Regulation (EC) No. 1370/2007 of the European Parliament and of the Council (service contract regulation) and the Transport Services Act (320/2017) a right of use agreement, which is drawn up to manage route-like public transport services planned by the customer. The content of the right of use is defined in the appendix General conditions of the route-based right of use agreement.
Traffic according to this agreement is granted in accordance with the service agreement regulation exclusive right by a separate administrative decision in return for fulfilling public service obligations. The exclusive right is granted as specified in the appendix Draft license agreement.
The interoperability requirements required by the Transport Services Act (Section 157) are described in more detail in the request for tenders and its annex The object to be acquired has the possibility of one (1) 12-month option period. The procedure prior to the possible implementation of the options is described in the appendix "Draft License Agreement". A possible option will be implemented at the prices and conditions according to the offer, in proportion the actual Contract period for the option period.
