- The Southern Ostrobothnia ELY Center is requesting your offer for managing public transport services between August 10, 2026 and August 8, 2027. Traffic is procured with a gross contract. The gross contract refers to the service contract regulation (1370/2007) and the procurement act in special fields (1398/2016) refers to the public transport service contract, where the ticket revenue risk lies with the customer of the transport. The traffic included in this acquisition will be granted exclusive rights in accordance with the service contract regulation by a separate administrative decision. Ticket and payment system requirements, as well as the interoperability requirements required by the Transport Services Act /320/2017) are described in more detail in the tender request and its appendices.
