• Description:
• This is a service procurement that exceeds the EU threshold of the Special Sectors Procurement Act (1398/2016). The operational activities of HSY's water supply industry network maintenance, use and management of disruption situations are currently based on a geospatial platform for implemented applications, the use of which requires Esri licenses, which Esri Finland delivers to HSY. The licenses supplied by Esri Finland were originally acquired for the use of HSY's water supply in 2019. The acquisition was carried out through a negotiation procedure. The procurement contract was made for a fixed period. The procurement unit needs to extend the validity of the current contract until the bidding process for the new GIS package is completed. HSY has started a project with the purpose of acquiring water supply needs, a new geographic information system package, which would also replace the current applications used by the operational activities mentioned above. The acquisition and implementation of temporary solutions for the use of operational activities is not technically or operationally possible. The procurement decision is therefore based on the need to use the arrangements and functionalities currently in use until the new spatial information system replaces the current functionalities.
