Description:
This procurement concerns the routed service traffic organized by the city of Tornio, which provides a connection between the Tornio city center/Haaparanna Matkakeskus and Kemi railway station's VR train lines. buys the management of routed service traffic with an indefinite contract, because there is currently no smooth public transport connection between cities from certain train routes (market-based service does not cover the needs). -The city pays the service provider a fixed monthly compensation, which includes all the costs of providing the service.- The service provider collects a ticket from passengers, the maximum price of which is 15 € / direction / person (incl. VAT). The ticket revenue remains with the service provider as part of the compensation arrangement. the compensation paid covers an essential part of the financing and risk of the service. In accordance with Section 18 of the Procurement Act (1397/2016), the anticipated total value of the procurement must be calculated based on the likely duration of the contract. Although the contract is valid for an indefinite period, its estimated duration is approximately one (1) to three (3) years, which corresponds to the estimated period before the start of passenger train traffic between Kemi and Haaparanta.
