- This is a small procurement below the national threshold value. BusinessOulu (hereinafter: the Client) is the employment and business department of the city of Oulu, whose mission is to promote the growth and internationalization of Oulu's business life. This purchase is related To the North Ostrobothnia air transport development program (hereinafter: the Program), the aim of which is to develop Oulu's air connections and promote international direct charter and scheduled flights to Oulu and through Oulu to the entire province. As a program area and the central area of this acquisition is the area of North Ostrobothnia and Kainu formed by the municipalities and cities acting as financiers. The 8 municipalities of the Oulu region and Kalajoki, Pudasjärvi, Taivalkoski, Kuusamo, Utajärvi, Vaala and Hyrynsalmi. The municipalities and cities participating in the program want to strengthen their accessibility and the growth of international tourism. Oulu's year-round strong airport can serve more people arriving in the province and Northern Finland than at present international tourists. The development of Oulu's air connections requires the strengthening of the international tourism attraction and contents of the entire region. There are individual destinations and services in the area, but more travel packages and individual ones are needed products as well as more visibility for them and easier purchase for international tourists.
