• 1. Background of the project Muhos municipality has drawn up the street plans for Tarhatie and Tarhakuja, which are located on the north side of the Oulu Kontiomaki line. In its statement issued on 14 April 2026 (VAYLA/2694/Vv‑08.06.02/2026), the Finnish Railways Agency has required that construction measures in the vicinity of the track the effects on the stability of the track must be determined before the start of the construction work. According to the statement: The soil in the area is soft and the stability of the track has been found to be deficient in the area in previous investigations by the Norwegian Railways Agency. If construction near the track affects the stability of the track potentially affecting mass transfers (excavation, embankment), or soil drainage, sufficient investigations based on ground surveys must always be carried out to ensure that the track structures remain in place. 2. Object of procurement The object of procurement is a geotechnical track stability review, which covers the effects of the Tarhatie and Tarhakuja street plans on the Oulu Kontiomaki line.
