• Description:
• The object of the procurement is the update of workstations for smart medicine cabinets. Support for the Windows operating system of the workstations that control the operation of the central Finland welfare region's eMed ICON smart medicine cabinets will end in October 2026. The welfare region has requested that the smart medicine cabinets from the supplier NewIcon Oy, an offer to update workstations to a version equipped with the Windows 11 IoT Enterprise LTSC 2024 operating system. The update includes: - new workstations, - Windows 11 IOT 64 Enterprise LTSC 2024 VAL operating system, - the necessary mechanical and electrical modifications and parts, and - installing and testing the operation of the programs. The procurement belongs to those exceeding the EU threshold value of Section 26 of the Act on Public Procurement and Right-of-Use Agreements (Procurement Act, 1397/2016) for procurement of goods/services. Direct procurement can be done according to section 40, subsection 2 of the Procurement Act, on the following basis: For technical reasons or reasons related to the protection of exclusive rights, only a certain supplier can carry out the procurement; an additional condition is that reasonable there are no alternative or substitute solutions and the lack of competition is due to the artificial narrowing of procurement conditions. Due to technical reasons, the procurement can only be carried out by the supplier of smart medicine cabinets, NewIcon Oy, which is why the offer has only been requested from that supplier. The offer has been requested by email and the offer has been negotiated with NewIcon Oy (business ID 2081705-0). The total value of the purchase without value added tax is 252,500 euros. It is a one-time purchase.
